What factors should be considered in assessing design options for the Roe Highway Extension?

A Multi Criteria Analysis tool is a technical term for a process that people use every day to make decisions. This process supports decision making by prioritising identified factors.

Some examples of factors which may relate to the Roe Highway Extension are included in the following list. Many of these factors were included at South Metro Connect’s first community information day in October 2009.

• Wetlands
• Declared Rare Flora (DRF)
• Road run-off
• Air quality
• Noise
• Lighting
• Traffic congestion
• Road safety
• Aboriginal/ Non-Aboriginal heritage
• Visual amenity
• Access
• Connectivity to existing road network
• Recreation
• Capital costs

Later in January a second online forum will provide the community with an opportunity to identify appropriate weightings for each of the criteria. Opinions on the weighting of relevant criteria will differ between individuals depending on what is most important to them, but by combining and averaging the weightings a balanced tool can be defined.

A workshop will be organised in February 2010 where the community can assist the project team in finalising the criteria and associated weightings. 

The MCA tool that we develop will provide a transparent selection process for evaluating design and alignment options for the Roe Highway Extension.  With community and stakeholder involvement we expect that it will incorporate a comprehensive range of criteria that balance environmental, social and economic issues.
